In a strategic move to enhance economic returns from its tobacco industry, Zimbabwe has entered into a partnership with the Philippines aimed at improving tobacco processing capabilities.

The collaboration seeks to shift Zimbabwe’s role from primarily exporting raw tobacco to engaging in value-added processing, thereby increasing domestic revenue and employment opportunities.

Zimbabwe’s tobacco sector, a cornerstone of its agricultural exports, generated approximately $1.3 billion in 2024 from the export of 236 million kilograms of tobacco. However, with 98% of this tobacco exported in raw form, the country has been missing out on the substantial profits associated with processed tobacco products.

In contrast, the Philippines processes around 46 billion cigarettes annually, showcasing advanced capabilities in tobacco product manufacturing.

Musi Muzite, acting executive secretary for Zimbabwe’s National Economic Consultative Forum, emphasized the potential benefits of this partnership: “By leveraging the Philippines’ expertise in processing, we can unlock greater value across the entire tobacco chain.”

The collaboration aligns with Zimbabwe’s Tobacco Value Chain Transformation Plan, which aims to develop the tobacco manufacturing sector into a $5 billion industry by 2030. Key objectives include promoting local value addition, increasing domestic funding, and improving infrastructure such as curing facilities.

Robert Ambrose, regulatory manager at the Philippines’ National Tobacco Administration, highlighted the mutual benefits: “While we have a comparative advantage in processing, Zimbabwe leads in raw tobacco production, and we see great potential in combining our strengths.”

The partnership also opens avenues for Zimbabwe to increase its tobacco exports to the Philippines, potentially expanding its market reach. The initiative is expected to not only boost Zimbabwe’s economy but also create employment opportunities and foster technological exchange between the two nations.
