The state government of Perlis in Malaysia has announced a comprehensive ban on the sale of e-cigarettes and vaping products, set to take effect on August 1. The decision follows a 2022 ruling by the Perlis State Fatwa Committee, which deemed vaping haram, or prohibited, under Islamic law.
Menteri Besar Mohd Shukri Ramli stated that the ban is a proactive measure to address health concerns and curb the rising trend of vaping among youths. “Although we cannot fully curb vape use, at least we are taking action to save our youth,” he said during a press conference following a State Executive Council meeting.
The move comes in response to recent incidents involving students adversely affected by vaping. In one case, a student reportedly fell from a school roof after experiencing disorientation linked to vaping, while another student suffered a seizure allegedly after using an e-cigarette.
Under the new regulation, all existing business licenses for vape retailers will be revoked, and no new licenses will be issued. Local authorities, including the Kangar Municipal Council, will oversee enforcement efforts to ensure compliance.
Approximately 50 vape retailers operating in Perlis are expected to be affected by the ban. The state government has advised these businesses to seek alternative ventures ahead of the August deadline.
Perlis joins other Malaysian states, such as Johor, Kelantan, and Terengganu, in implementing similar bans on vape sales, reflecting a growing national consensus on the issue. The Menteri Besar expressed hope that the federal government would take further action, particularly concerning the regulation of online vape sales.
