China Tobacco International (Hong Kong) Co. Ltd. (CTIHK) has entered into exclusive agreements with two provincial tobacco companies to expand their premium cigar brands globally, moving beyond current duty-free markets to increase international sales.

Under the agreements, CTIHK will serve as the exclusive overseas distributor for Huanghelou cigars produced by China Tobacco Hubei and Taishan cigars made by China Tobacco Shandong, according to media reports. The deals expand sales from limited duty-free channels to full international distribution, excluding Mainland China from the scope.

The company said the arrangements are designed to strengthen its global market strategy, open new development opportunities, and diversify revenue streams. CTIHK already manages international sales of selected Chinese tobacco products and leaf exports for its parent, China National Tobacco Corporation (CNTC), the world’s largest tobacco company.

The move comes as Chinese brands seek to build recognition and premium positioning in global markets traditionally dominated by Cuban, Dominican, and Nicaraguan cigars. Demand for premium cigars has grown steadily in Asia, Europe, and North America, and CTIHK’s wider distribution could help Chinese cigar brands capture share in these segments.

CTIHK did not disclose expected shipment volumes or financial terms of the agreements.

Last week, the company entered into a new offshore framework agreement with subsidiaries and associates of its parent, CNTC, covering the export of tobacco leaf products through 2027.

That agreement, effective from August 29, 2025, to December 31, 2027, formalizes long-term supply arrangements for leaf tobacco, with pricing determined through negotiations and benchmarked against international market practices.
