The Irish Government will ban single-use vapes and require plain packaging for all vaping products under new laws aimed at aligning them with cigarettes, Health Minister Jennifer Carroll MacNeill confirmed.

The measures will be implemented through two separate bills: one banning disposables completely and another tightening restrictions on packaging and marketing. The new regulations will prohibit colorful branding, imagery, and descriptors, allowing only basic flavor names, while also banning point-of-sale displays and advertising except in specialty shops. Devices that resemble toys or games will also be prohibited.

One government official said the reforms were a response to the tobacco industry “innovating beyond all measures” used to restrict cigarette sales. Ireland previously banned vape sales to under-18s and limited advertising near schools, on public transport, and in cinemas. A licensing system for tobacco and vape sales is set to take effect in February 2026, while vending machine sales of cigarettes and vapes will be prohibited starting next month.

The clampdown comes alongside a delayed tax on vape liquids, expected to take effect before year-end, according to media reports. The levy will add €0.50 per ml of e-liquid, raising the price of a typical 2ml disposable vape to €9.23 including VAT. A spokesperson for Finance Minister Paschal Donohoe said IT systems and compliance checks were already in advanced preparation for the E-Liquid Products Tax.

Although nicotine pouches are not yet regulated, Carroll MacNeill has urged the European Commission to update the Tobacco Products Directive to include all new nicotine products. She is advocating for this proposal to be moved forward during Ireland’s upcoming EU presidency in July 2026.
