The Virginia State Police (VSP) wrapped up a multi-month investigation called Operation Magic Dragon, which focused on illegal drug and weapons crimes originating from vape and electronic cigarette shops across the Commonwealth, Gov. Glenn Youngkin announced on October 30.

The operation, launched at Youngkin’s request, followed reports that vape shops were being used as fronts for broader criminal activity. At a press briefing, Youngkin said the results “demonstrate the exceptional work of our Virginia State Police special agents and their steadfast commitment to keeping our communities safe.”

During one week of focused enforcement in September, VSP identified 172 establishments across the state involved in suspected illegal activity, including drug distribution through vape-shop fronts.

The seizures released by the Governor’s Office include 128.9 kg of marijuana, 4.2 kg of marijuana concentrate, 4.3 kg of THC vape cartridges, 18 kg of THC edibles, 73 grams of cocaine, and 21 illegal firearms. The marijuana alone was valued at approximately $1.29 million.

The investigation covered several regions and was coordinated with local, state, and federal agencies. In one case from the Roanoke Valley area, a retailer’s raid recovered 1 kg of marijuana, 209 g of THC vapes, and 161 bags of THC gummies. A separate seizure of freight and distributors uncovered 14 kg of marijuana and 2,000 nicotine vape units, worth about $60,000.

Secretary of Public Safety and Homeland Security Marcus Anderson stated that Operation Magic Dragon “remains a vital tool for identifying and dismantling criminal enterprises that use vape shops and other retail fronts to distribute illegal drugs.”

Virginia’s law enforcement initiative highlights the increasing concern about how vape retail outlets might connect with larger illegal markets. The VSP reported that every shop involved in the operation was found to have illegal drugs or contraband—regardless of whether they also sold legal nicotine products.
