As Parliament returns from the Christmas recess this month, UK lawmakers are set to resume debate on the Tobacco and Vapes Bill, legislation that would reshape tobacco control, vape retailing, and access to reduced-risk alternatives for adult smokers.
The Bill, which has already passed Second Reading, is expected to proceed to further scrutiny stages in the new session, including Report Stage in the House of Commons. Retailers and industry stakeholders say clarity on the Bill’s timetable will be critical as MPs and peers return to Westminster.
UK vaping product retailer VPZ stated in a press note that early progress in January is essential to provide certainty for responsible retailers and ensure the legislation receives “detailed, evidence-based scrutiny.” The company claims prolonged delays risk creating uncertainty for businesses and consumers at a time when the government is seeking to “tighten youth protections” while maintaining harm reduction pathways for adults.
The Tobacco and Vapes Bill includes measures to restrict youth access to vaping products, tighten retail standards, and address the environmental impact of disposable vapes. At the same time, it has raised concerns among specialty retailers about potential unintended consequences if provisions are not carefully calibrated.
VPZ stated that it supports proportionate regulation, including tougher enforcement against rogue traders and higher compliance standards across the retail sector. However, it warned that uncertainty about the Bill’s progress could undermine confidence among responsible retailers and push consumers toward the illicit market or back to combustible cigarettes.
“As Parliament returns in the New Year, it is important that the Tobacco and Vapes Bill continues to move forward with clarity and purpose,” said Jamie Strachan, operations director at VPZ.
“This legislation has a direct impact on responsible retailers like VPZ and, more importantly, on adult smokers who rely on vaping as a route away from cigarettes,” Strachan said. “We support strong, proportionate regulation that protects young people and tackles rogue traders, but it is essential that the Bill progresses in a way that avoids unintended consequences.”
Strachan said setting a clear date for the Report Stage would give businesses and stakeholders greater certainty and allow for proper scrutiny of the Bill’s provisions.
The retailer is calling for continued engagement among policymakers, specialist vape retailers, public health experts, and adult consumers as the Bill advances. VPZ stated that collaboration will be key to ensuring the legislation balances youth protection, harm reduction, and effective enforcement.
VPZ added that it expects to continue engaging with MPs and peers in Westminster in the coming weeks as parliamentary consideration of the Bill resumes.
