Azerbaijan has approved sweeping amendments to its Law “On Tobacco and Tobacco Products,” which impose a comprehensive ban on e-cigarettes and their components, following formal approval by President Ilham Aliyev.
Under the amendments, the import, export, production, storage, wholesale and retail sale, and use of e-cigarettes and related components are prohibited. The revised law also classifies nicotine-containing e-cigarettes as “tobacco products” and prohibits their circulation.
The law defines an e-cigarette as a product — excluding food, tobacco products, medicines, and medical devices — intended to deliver vapor into the human body by inhalation, with or without nicotine, through a mouthpiece or other components. The definition includes devices that use disposable or refillable cartridges, as well as refill bottles that may be used once or multiple times.
The amendments explicitly exclude heated tobacco products (HTPs) from the definition of e-cigarettes, leaving HTPs outside the scope of the new ban.
The legislation is scheduled to take effect on April 1, 2026, providing a transition period before enforcement begins.
