Italy is squeezing another 20 cents from tobacco users, but cigarette smokers get a temporary reprieve.
New prices took effect on Oct. 14 for 13 tobacco products, primarily rolling tobacco and two cigar varieties, as well as 14 noncombustible inhalation products. The increases, published by the Italian Customs and Monopolies Agency (ADM), include iD and iSENZIA heated-tobacco sticks for use with Pulze devices. Traditional cigarettes were excluded from this round.
The increases follow several cigarette price adjustments earlier in 2026 and coincide with Italy’s implementation of a three-year excise tax schedule. Under the 2026 budget, the fixed cigarette excise component increases from €32 per kilogram this year to €35.50 in 2027 and €38.50 in 2028.
Government estimates project average cigarette price increases of about €0.25 per pack in 2027 and €0.40 in 2028, though actual adjustments will depend on manufacturers and individual brands.
The Italian Federation of Tobacconists confirmed the Oct. 14 implementation in its official tariff notice, citing the ADM’s published price lists.
