Charlie’s Holdings, Inc. announced it has opened its first U.S.-based manufacturing facility, which will fill with e-liquid the company’s own brands—including the disposable Pachamama 25K line. It’s a move the Charlie’s Chalk Dust maker says will ensure compliance with recent restrictions in Texas.
According to the company, the Huntington Beach, California, facility will exclusively produce U.S.-filled products destined for the U.S. market.
Under Texas Senate Bill 2024 (SB 2024) — which took effect September 1, 2025 — a sweeping ban now applies to many vape and e-cigarette products. The law prohibits the sale or marketing of products that are wholly or partially manufactured in China or other “foreign adversary” nations, as well as e-cigarettes containing cannabinoids, and disposables with packaging or design appealing to minors.
The new Charlie’s manufacturing line only fills U.S.-made e-liquid into devices in the U.S., even though the devices themselves are still produced overseas, likely in China. Texas revised its legislation to narrowly target prefilled disposable vapes made in China, sparing refillable products and those manufactured or assembled with Chinese parts but filled in the U.S.(essentially banning Chinese e-liquid).
Violating the law carries substantial penalties, including up to one year in jail and a fine of up to $4,000. Charlie’s said the Huntington Beach plant will supply roughly 300 retail accounts across Texas this week with its U.S.-filled Pachamama 25K disposables.
In a statement, Charlie’s president, Henry Sicignano III, said the company — which originally planned the factory to reduce Asian shipping delays and tariff costs — now sees “a massive sales opportunity” as a result of the new Texas law.
He noted the company plans to devote 100% of its current U.S. manufacturing capacity to Texas and believes that if the U.S. manufacturing initiative expands, “Texas could double Charlie’s sales forecasts for 2026.”
Co-founder and COO Ryan Stump added that, to his knowledge, Pachamama is “the only vapor products brand that has been on the market for more than a decade and is now fully compliant with Texas domestic manufacturing requirements.”
Numerous companies, including Juul Labs and Vuse manufacturer RJ Reynolds, have e-liquid filling operations in the U.S.
