The UK’s sweeping Tobacco and Vapes Bill is one step away from becoming law after passing its final parliamentary hurdle.

The legislation returned to the House of Lords for consideration of Commons amendments in the final “ping-pong” stage, where lawmakers resolve differences between the two chambers. Peers agreed to the amendments “without division,” meaning the bill now requires only Royal Assent before it is enacted.

The measure is among the most ambitious tobacco control policies in decades. It aims to create the UK’s first “smoke-free generation” by prohibiting the legal sale of tobacco to anyone born on or after Jan. 1, 2009—effectively ensuring that those turning 15 this year and younger will never be able to legally purchase tobacco.

Beyond combustible products, the bill also expands regulatory authority over the broader nicotine category. It gives the government new authority to impose product standards, packaging requirements, and information controls on tobacco, vaping products, and emerging nicotine formats.

The legislation has been moving through Parliament for more than a year, having first been introduced in the Lords in March 2025 and then undergoing extended review and amendments across both chambers. Recent discussions focused on technical provisions, including enforcement mechanisms such as fixed penalty notices in Wales and on how revenue from fines would be used.

Industry stakeholders are already evaluating the broader implications. Markus Lindblad, head of legal and external affairs at Haypp Group, said the bill marks a turning point for nicotine pouches, which until now have largely sat outside existing UK nicotine regulations.

“A critically important element of the Tobacco & Vapes Bill is that it gives the Government the power to regulate nicotine pouch products,” Lindblad said. “Nicotine pouches don’t contain tobacco nor produce vapor, so they fell outside the scope of existing nicotine product laws. Introducing regulations such as an 18+ age-of-sale and an upper limit of 20mg of nicotine per pouch will help send the message that these products are for adult nicotine users only.”

Lindblad added that the category could contribute to harm reduction if appropriately regulated. “Nicotine products have enabled Sweden to achieve smoke-free status, and with sensible regulation arising from this Bill, pouches can play a similar role driving down smoking rates in the UK,” he said.

For the nicotine industry, the bill presents both restrictions and opportunities. While it tightens long-term access to combustible tobacco and increases oversight of vaping, it also formally brings newer categories, such as pouches, into the regulatory framework—potentially providing clearer pathways for compliance and growth.

With Royal Assent now the final step, the UK is poised to implement one of the most far-reaching tobacco-control strategies in the world.
