Los Angeles authorities went looking for illegal vapes and came away with enough merchandise to fill eight tractor-trailers.
A multi-agency enforcement operation in downtown Los Angeles on Oct. 22 led to 24 arrests and the seizure of approximately eight tractor-trailer loads of merchandise, including flavored vaping products, flavored cigarettes, and counterfeit goods.
The Los Angeles County Sheriff’s Department said investigators served search warrants at 12 businesses in the city’s Toy District, spanning the area from Third Street to Winston Street, between Crocker and Los Angeles streets.
“The warrants targeted businesses suspected of selling illicit flavored vaping products, flavored cigarettes, and counterfeit merchandise,” the department said.
The operation involved local, state, and federal authorities, including the Los Angeles Police Department, the California Department of Justice, the California Department of Tax and Fee Administration, the California Department of Public Health, and U.S. Customs and Border Protection.
Investigators detained several individuals during the searches and seized the merchandise as evidence. Authorities did not provide an estimated retail value or a product-by-product breakdown of the seized goods.
The 24 people arrested are suspected of violations involving the sale of prohibited flavored tobacco, the sale or distribution of tobacco products without a valid license, and the manufacture, sale, or possession of merchandise bearing counterfeit trademarks.
The alleged offenses include violations of Los Angeles’ flavored tobacco sales restrictions, California tobacco licensing requirements, and state trademark counterfeiting laws.
“This operation underscores the Los Angeles County Sheriff’s Department’s ongoing commitment to combating the unlawful sale and distribution of illicit tobacco products, flavored vaping products, and counterfeit merchandise,” said Capt. Tenaya Brown of the department’s Community Partnerships Bureau.
“This collaborative operation is a testament to our commitment to combat the destructive effects counterfeit and illicit tobacco products have on our communities we serve,” Brown said.
California has prohibited most flavored tobacco product sales since December 2022, while Los Angeles maintains its own restrictions on the retail sale of flavored tobacco. The state’s rules cover flavored electronic cigarettes as well as certain other tobacco and nicotine products.
The latest enforcement action highlights the challenges authorities face in policing the market nearly four years after California’s statewide flavored tobacco restrictions took effect.
The investigation brought together the Los Angeles County District Attorney’s Office and the Los Angeles City Attorney’s Office, both of which will review the arrests for potential charges.
The Sheriff’s Department said the investigation remains active and encompasses multiple cases and suspects. No convictions have been announced in connection with the operation.
Authorities did not identify the businesses searched or disclose whether any additional arrests or enforcement actions are expected.
