Ukrainian authorities have shut down a large-scale illegal tobacco operation, targeting a supply chain that feeds clandestine cigarette production.

According to the National Police of Ukraine, investigators uncovered a group that had established a full-cycle operation—from cultivation through processing to distribution—across the Zakarpattia and Ivano-Frankivsk regions.

“Investigators… uncovered a group that had established a full cycle of illegal production and distribution of tobacco products,” the Department of Strategic Investigations said in a statement.

The operation allegedly began at the farm level. Law enforcement said suspects cultivated tobacco on more than 25 hectares in Zakarpattia without proper licensing. After harvesting, the raw material was dried and fermented in specialized facilities, then transported to workshops in the Ivano-Frankivsk region.

From there, the tobacco was shredded and then packaged. Authorities say the finished product was then distributed via postal shipments to underground cigarette manufacturers—highlighting a structured supply chain feeding the illicit market.

To dismantle the network, officers from the Department of Strategic Investigations, regional police units, and the Bureau of Economic Security conducted coordinated searches across both regions, targeting residences, storage sites, vehicles, and agricultural land.

The results were significant. Officials seized more than 8 tons of raw tobacco, along with processing equipment, mobile phones, data storage devices, and operational records. The confiscated materials are estimated to be worth more than 3.3 million Ukrainian hryvnia (US$75,863).

The investigation is ongoing. Authorities said the case is being pursued under several provisions of Ukraine’s Criminal Code, including Article 204, which covers the illegal production and sale of excisable goods, and Article 199, which addresses the handling of counterfeit excise stamps.

Additional potential charges are also being examined. “There are signs of criminal offenses under Article 345… and Article 194,” the National Police press service said, referring to alleged threats against law enforcement and property damage tied to the operation.

For regulators, the case underscores the scale and structure of illicit tobacco supply chains. Rather than an isolated activity, authorities described a coordinated system linking unlicensed cultivation and processing facilities to downstream distribution to illegal manufacturers.
